Adult golden eagles are not covered by the killing permit, emphasizes the governor. The Norwegian goal for the stock of golden eagles is that there should be a national population of between 850 and 1,200 breeding pairs in the country.

In order to grant a killing permit, individual golden eagles must cause significant damage to livestock or tame reindeer.
