The General Inspectorate of Finance (IGF) published a report this weekend “ overwhelming on the management of five Ministry of Health programs in particular. 300 million dollars have been embezzled, according to the IGF, which has scrutinized the management of these services over the past six years. These facts were detected, among others, in the programs of vaccination, development of the health system or within the Cell of support and financial management of the ministry. It is predation in an organized gang, comments the policeman of public finances.
The majority of embezzlement concerns the non-existence of supporting documents. This is particularly the case for the vaccination programme. From the first line of the report the IGF reveals more than 6 million USD not traceable.
A management “ confused ” and “ not transparent »
This establishment has been marked by a management “ confused ” and “ not transparent » vaccines, medicines or even fuel often granted to individuals by arbitrary decision.
Five establishments audited show misappropriation amounting to millions of dollars. The IGF also noted disturbing facts in the management of another structure linked to the development of the health system.
In this unit, the inspection finds that the theft of material goods is recurrent, especially in the provincial health divisions, without any sanction being pronounced against the agents. The IGF calls for legal proceedings against those responsible for these public establishments.
