For tenants, finding an apartment is increasingly difficult. This obstacle course often turns into a puzzle. To respond to these difficulties and save time for both tenants and owners, a system called “DossierFacile” was launched. This state start-up works to facilitate contact between tenants and landlords.

What is it about ?

DossierFacile is a free system, 100% online, which allows tenants to increase their chances of obtaining a visit by giving additional information to the owner on the quality of his file.

This service resulting from a public-private partnership aims to present a secure file when looking for accommodation. DossierFacile was launched in 2018, first to facilitate the signing of a digital lease. This system has already certified more than 251,000 files at this stage.

It has gained notoriety through partnerships with online ad sites. It has entered into a partnership with PAP (De Particulier à Particulier). The main site for ads between individuals has integrated its services directly on its site. The interface has a name: the Locatheque.

How it works ?

The tenant opens an account and compiles a rental file. For this, he sends his documents (identity document, proof of address, proof of professional situation, tax notice, proof of resources).

Once his file is completed, the tenant is eligible to register with the Locathèque de PAP. He specifies his search criteria (exact location, surface area, budget, number of rooms, empty or furnished, etc.). The Locathèque “takes care of checking the consistency of its budget with its file, then of writing an application message which corresponds to the expectations of the owners”, specifies PAP on its site.

Once the application has been optimized, the tenant has nothing more to do. “The Locathèque applies automatically as soon as a new ad corresponding to the tenant’s criteria is posted on PAP. Fr. The tenant is guaranteed not to miss any announcement and the Locathèque guarantees maximum responsiveness, since the application is transmitted within ten minutes of the publication of an announcement”, indicates the main site for announcements between individuals.

As mentioned West France, the tenant can identify himself via FranceConnect. The tenant’s documents are digitally protected, which prevents fraudulent reuse. “There are 40,000 complaints a year for identity theft,” said Arthur Hatchuel, project manager of the start-up attached to the Ministry of Ecological Transition and Housing, to the regional daily newspaper.

Landlords, for their part, receive applications from tenants registered with the Locathèque as soon as their announcement is published. Donors can consult the documents in the file online and thus very easily select the applications that suit them. They then just have to send a message or call the tenants to arrange a visit, details PAP.

Why was it launched?

Landlords are often afraid of non-payments, refusals to leave the premises and damage, even if these situations are rare. Result: on the tenant side, there are a lot of requests for visits and few answers.

According to a study conducted by PAP, 45.4% of tenants are unhappy with the lack of response from landlords and 36.6% complain that everything is already rented. Also according to this study, the rental market is therefore facing a lack of turnover, which has led to a drop in supply of 17% compared to last year.

“When you are looking for a rental in a tense area, you have no more life. You have to constantly monitor the notifications you receive, and be very reactive”, reminds West France Corinne Jolly, president of PAP.

For landlords, posting a rental ad on a rental platform means exposing themselves to an avalanche of messages, e-mails, text messages or voicemails. With an excessive number of requests, 83 contacts on a studio announcement, the owners are therefore unable to cope with the influx of tenants.
