(Finance) – Signed by the Minister of Sustainable Infrastructure and Mobility (MIMS), Enrico Giovannini, an agreement with the trade unions and companies of the FS Group, ANAS and the Italian Railway Network (RFI), to protect workers who work on construction sites, on the basis of the Guidance Act on the application of the subcontracting discipline, signed by Minister in January.

The agreement, signed by the Minister, the CEO of RFI, Vera Fiorani, by the CEO of ANAS, Aldo Isiand by the General Secretaries Vito Panzarella (FENEAL-UIL), Enzo Pelle (FILCA-CISL) e Alessandro Genovesi (FILLEA-CGIL), provides that it is specified in the determination to contract and in the tender documents that compliance with the legislation on the protection of work and safety on construction sites is an essential condition for the execution of the contract.

Furthermore, ANAS and RFI, which are responsible for carrying out huge investments in road and railways indispensable for equipping our country with modern infrastructures, they undertake to verify compliance with the legislation on equal economic and regulatory treatment and the application of the relative National Collective Agreements before resorting to subcontracting. “One of our priorities has always been to protect work and safety on construction sites”, recalled the Minister Giovannini. “I can only express satisfaction with this agreement, with which ANAS and RFI also join Mims in an effort to ensure that the rights of workers, and in particular of those who work on construction sites, are always put first – he added – above all. in a context of strong acceleration of timing dictated by the needs of implementation of the National Recovery and Resilience Plan “.

For the CEO of Anas, Aldo Isi, “this is an important step forward in the consolidation of management activities for the construction of infrastructural works, aimed at protecting the quality of the work of those involved in the procurement chain, in a phase of relaunch which sees the use of an extraordinary amount of investments “.

Satisfaction expressed also by the building trade unions, FenealUil – Filca Cisl – Fillea Cgil. “Everyone’s commitment is confirmed to strengthen the protections of the Procurement Code last provided for by decree 77/2021, demonstrating that it can be done quickly and well, in compliance with the deadlines set for the closure of construction sites and together, protecting the work, the professionalism, rights, health and safety. In this way the sector can grow healthy and give that impetus to recovery in the direction of quality “.

With the agreement signed today, the parties undertake, in order to strengthen the monitoring activity on the progress of the tenders relating to the so-called commissioned works and the works envisaged by the PNRR and the Complementary National Plan, to meet every six months to share the results of the activities carried out by the control rooms activated on the basis of the legality protocols for the individual works.
