EU adopts eleventh package of sanctions against Russia

(Tiper Stock Exchange) – EU launches 11th sanctions package against Russia, which includes a series of measures of a commercial nature, on transport and energy and other restrictions on the movement of goods and people. “This package – explains Brussels – will ensure that the EU sanctions against Russia are applied and implemented in the best possible way, on the basis of the lessons learned from the implementation of the measures over the last year”.

In the list of measures of a commercial nature, a new anti-avoidance toolof an “exceptional” and last resort nature, which will allow limit the sale, supplytransfer or export of specific products and technologies to certain third countries. The package then includes the transit prohibition for some goods sensitive (e.g. advanced technology, aircraft materials) through Russia and theadded to the blacklist of 87 new entities registered in China, Uzbekistan, United Arab Emirates, Syria and Armenia.

Export restrictions also for another 15 technological items found on the battlefield in Ukraine or for the equipment needed to produce such items. Tighten the restrictions on imports of steel products which have been processed in a third country and prohibited from sale, licensing or transfer of intellectual property rights and trade secrets used for restricted goods.

Among the measures relating to the transport and energy sectors, there is a prohibition transport total at the expense of Russian trucks with Russian trailers and semi-trailersa ban on access to EU ports for vessels suspected of violating the Russian oil import ban or price cap or those fail to notify the appropriate authority at least 48 hours in advance of a transfer or that manipulate or disable their navigation tracking system.

Among the measures relating to energy there is lo definitive stop to the import of Russian oil via pipeline charged to Germany and Poland. Someone strict and very targeted derogations to allow maintenance of the pipeline Caspian Pipeline Consortiumwhich transports Kazakh oil to the EU via Russia, and the extension of the derogation from the price cap on Sakhalin oil imported from Japan until March 31, 2024.
