Customers may have to pay the governments billion dollar bill if

Three goals must be presented in the government’s so-called energy policy orientation bill: planning goals, supply security goals and energy efficiency goals.

The electricity industry has been close to the development of the proposals and has also been able to come up with its own input. TT has spoken to some representatives of mainly the electricity companies who are afraid of greatly increased costs.

— It is an ambitious direction, says Henrik Bergström, social policy manager at one of the large electricity companies, Ellevio.

Missing short goals

One of the overarching goals is for Sweden to have electricity production with an associated electricity grid in place by 2045 that should be able to deliver approximately twice as much electricity, 300 TWh (terawatt hours), as today.

But the bill lacks milestones, according to what those who had access understood. And that risks making too little happen in the short term.

“If you don’t have a goal that relates to grids or electricity production in the short term, then you don’t have a promotion policy that supports that happening,” says Bergström.

In addition, funding is missing from the bill’s impact analysis.

— It is far too far in the future and is completely unfunded. It will be the customers who have to pay, says Henrik Bergström.

Who will want to pay?

Living up to the various goals, such as security of supply with so-called island operation where regions should be able to become self-sufficient in times of increased uncertainty in the outside world, will require major expansions of the electricity networks. And that bill will end up with businesses and households via the electricity network companies.

— Then we will lose acceptance. Who will want this if everything is dumped on existing customers with the same taxes? says Henrik Bergström.
