Speaking to the Guardian, Cox explained:

The role would have made me a lot of money, but it was also the most thankless role in the entire film. And Depp is certainly nice, but he’s so pompous. Think of Edward Scissorhands! When you have hands like that and wear all this pale makeup, you don’t have to act anymore. And he hasn’t either.

Cox was set to play the role of Elizabeth’s (Keira Knightley) father, Governor Swann. The part ultimately went to Jonathan Pryce (Brazil). He doesn’t explain why Cox thinks the role is thankless.
