    Ahead of the International Day for the Elimination of Violence against Women on November 25, the government took stock of its action and the measures put in place to support victims of violence against women, but also to children.

    This day follows the International Day of the Rights of the Child, which is why the government has highlighted the actions implemented in these two areas over the past 6 years on the prevention, detection and reporting of violence against women and to children and on the deployment of care pathways adapted to the management of the psychotrauma of these victims.

    Better fight against violence against children

    On the occasion of the third Interministerial Committee for Children held in Matignon, on November 20, the Prime Minister presented with Charlotte Caubel, Secretary of State for Children, the Government’s new strategy to fight against all forms of violence against children. In a press release, the Government specifies that:

    • Prevention will be strengthenedin particular with the inclusion of the 2019 law on the prohibition of ordinary educational violence in the health record and the pregnancy record.
    • Identification of victims will be improved :
      • By working to reassure doctors when reporting, that is to say by protecting them from unjustified disciplinary procedures.
      • By strengthening the training of professionals in contact with children.
    • The care pathway for victims will be consolidated. Indeed, reparation for victims of sexual violence or acts of incest requires a course of care adapted to the trauma suffered by this public.
      • Additional Pediatric Reception Units for Children in Danger (UAPED) will be created for better care of child victims. The objective is one UAPED per jurisdiction (i.e. 164).
      • The regional psychotrauma centers (CRP) will be strengthened, particularly in their training and network management missions, in order to position them as a unifying player for those involved in the management of psychotrauma in a territory.

    Better fight against violence against women

    Concerning the fight against violence against women, the 3rd monitoring committee of health measures for the care of women victims of violence made it possible to take stock of the deployment of structures for the care of women victims of violence, present the main areas of overhaul of the specifications of these systems which will be published at the end of the year and to highlight the health – safety – justice conventions which allow the filing of complaints within health establishments and the collection evidence without complaint.

    A budget of 2.5 million euros has contributed to the creation of 18 new systems since last June, to reach 74 structures in the territory. The government’s objective is to have a structure by department by 2025.

    Domestic violence: automatic aid paid from December 1 for victims

    On November 20 on France Inter, Aurore Bergé, Minister of Solidarity and Families, announced the establishment by December 1 of emergency financial assistance paid by the CAF to allow victims of domestic violence to leave their homes. This aid was adopted in February by Parliament.

    The minister clarified that “it is not just financial aid, it is also being accompanied, being supported” for “guarantee that the departure is a real departure“. A female victim, from December 1, “calls her CAF, she goes to her CAF, she goes to the CAF website, and she will have access to emergency aid within three to five days maximum“.

    This emergency aid should be “on average 600 euros“, with a minimum of 243 euros. This amount will vary depending on resources and the number of children. This payment will be made in one go.

    3919: the telephone number for women victims of violence

    “3919”, “Violence Femmes Info”, is the national reference number for women victims of violence (domestic, sexual, psychological, forced marriages, sexual mutilation, harassment, etc.).

    Free and anonymous, it offers listening, informs and directs people towards support and support systems. This number is managed by the National Women’s Solidarity Federation (FNSF).
