The municipality of Utrecht and its partners are unable to structurally solve the poverty problems in the city. In fact, the problems have become worse in recent years. Sharper political choices are therefore necessary. This is stated in a report by the Utrecht Court of Audit, which conducts research into the effectiveness of policy and investments.
