The terror researcher’s criticism: You don’t need that scale

According to the political scientist Magnus Norell, who has researched terrorism and security policy for many years, there are several problems with Säpo’s five-point scale of terror threat levels.

– A third in one country does not mean the same thing as a third in another country. It becomes very general, a blunt instrument, he says.

Another problem is that the scale has no practical consequences.

May increase confusion

– Therefore, there is no reason to use it at all.

He also opposes that the threat level has been raised:

– The assessment is based on the fact that the noise level has increased, but that in itself does not necessarily mean that the concrete threats have increased. The signal that you want to give out here can be the opposite: increased confusion and increased concern, says Magnus Norell.
