Local cooperatives must become the owners of at least half of all wind energy projects that fall under the province’s jurisdiction. In addition to residents, companies and social organizations can also become members. Every member of an energy cooperative has influence on a project, regardless of how much someone contributes financially. “Each member has one vote, but the more you contribute, the more return you get,” says a provincial spokeswoman.
