During the Easter riots in Norrköping and Örebro last year, the police did not fully follow their own so-called special police tactics, SPT, which deals with how to deal with crowds that risk becoming violent.
This is stated by Uppdrag review, which has gone through a large number of testimonies from police officers who worked in these two cities during the riots.
– If we had had the full SPT concept from the beginning, we probably could have suppressed this, says Peter Karlsson, head of command in the Bergslagen region.
