The city of Kuopio does not accept the cost model

The city states that it cannot implement the stadium in the way KuPS oy presented. According to the city, the proposal would mean that the city would support the business premises that will be used by the club.

The city of Kuopio has informed the Kuopio Football Club that the city cannot continue the implementation of the Kuopio central field football stadium project with the cost model and distribution presented by the club.

The city considers Kuopio Palloseura’s policies on the distribution of costs to be undersized from the city’s point of view. According to the city, the difference is about 300,000 euros per year compared to the actual costs.

According to the city, KuPS oy’s proposal would mean that the city would support KuPS oy’s own business premises in a way that would not be equal in relation to other operators and the Kuntolaakso project.

In April, KuPS presented its own financial conditions for the implementation of the project. The club’s goal is still a category 4 stadium with 8,000 seats. The stadium would include the commercial premises necessary for business development.

The city of Kuopio says in its press release that it would have been ready to finance not only the stadium facilities but also the construction of business facilities as part of the stadium project as a whole, but the basis for determining the rent should have been the actual costs of the facilities and without public support.

The city says that it is evaluating the possibilities of implementing the stadium project in other forms than the way that is currently being discussed. The city faces a large balancing of the economy.

The stadium project was intended to be implemented using a leasing and life-cycle model, where a private operator would act as the financier and owner. The city of Kuopio would sign a 20-year leasing contract with the operator and KuPS would pay rent for the stadium. At the end of the contract period, the field would become the city’s property.
