The Hague-based international criminal court accused Putin of smuggling children from the occupied areas of Ukraine to Russia and issued an arrest warrant for the Russian leader.

South Africa, which is preparing to host the BRICS summit, poses a risk for Putin to be arrested in South Africa and sent to The Hague, as it is among the parties to the Treaty of Rome. Therefore, the first solution from the South African front was the withdrawal of the government from the international criminal court.

However, after a series of consultations, it was announced that Russian leader Putin would not attend the summit. It was decided that the Minister of Foreign Affairs of Russia, Sergei Lavrov, would be present at the summit.
