School, Udir-Ancodis agreement to promote middle management through legislation and contracts

(Finance) – The agreement between the trade union organization has been signed HEAR and the professional association ANCODISwithin its prerogatives and statutory purposes, to contribute to the establishment of “system figures”, inserted at contractual level (CCNL) considered to be relevant importance strategic of over 100,000 teachers engaged in collaboration with the school director and in the organizational and didactic functioning of the autonomous school.

The objective of the agreement is to get what is right recognition legal (institute) included in the CCNL as an “intermediate manager” like the PA managers (so-called “high professionalism area”).

For Marcellus Pacific, Udir national president, “the time has come to recognize the work done by the school director’s collaborators. After twenty years it is necessary to start again from that vision of a teachers’ career already envisaged in the law 53/2003 and then removed and to include in the management contract those indemnities for the purposes of CCNL 2006/2009 recognized and then reneged in the subsequent contract. Specific working times must also be foreseen detachments insured to be able to supervise more than 35 thousand buildings in the case of trustees and assistants of the school director and allocate additional resources to frame new professional profiles”.

“In these six years of life – concludes Cicero –, Anco.di.s has put forward ideas and proposals, supported discussions with ministers, political representatives, representatives of other professional associations and trade unions with a single objective: claim the right to existence of all those who are involved in school governance but who have remained on the margins ofcontractual attention despite its legal existence. In UDIR we have found attention and sharing for the themes that are the foundation of our cultural battle first and then professional. For these reasons we can only hope that in the next contractual discussion deserved attention will be paid to the area of system figures or of school middle management. We don’t want to hierarchize the teaching function but to claim it equal contractual dignity to teaching work and to that dedicated to organizational and didactic functioning”.

Meetings will be scheduled in the coming months thematic seminars throughout the national territory to explain the union platform and raise awareness of managers and staff.
