Anief is firmly opposed to transfer from the skills of other bodies to the Directors of General Administrative Services with levels of classification significantly lower than INPS officials, not to mention administrative assistants who since 1976 have been relegated to the fourth level of functional qualifications or mere “executive” employees. The union therefore urges staff not to give in to this latest abuse on the request to process “Passweb” paperwork.

The Ministry should have sent the sender to carry out further and burdensome tasks fulfillments by the schools both due to lack of staff and lack of skills and instead allowed a third party to give instructions and procedures to follow to the schools.

Schools are not required to take charge of the “Passweb” application, because they do not depend on INPS and because they are not specialized in retirements or liquidations. Article 14 of Presidential Decree 275/1999 states “school institutions use exclusively the information system of the Ministry of Education”. The INPS Passweb program is not an information system of the Ministry of Education and Merit, but is a system exclusively used by INPS for processing data relating to the insurance position of public and private employees.

The school, therefore, cannot be authorized to use platforms digital different from those of the Ministry of Education and Merit.
