Milleproroghe final green light from the Senate with 93 yes

(Finance) – The Senate has given the final green light to Milleproroghe law decree, approving with 93 votes in favor, 61 against and one abstention, the confidence placed by the government on the text already approved by the Chamber. The decree, passed by the Council of Ministers on December 28th, arrived in the Chamber without, however, having concluded its examination in the commission. “We need to open a reflection on the rules that govern our work – said the president of Constitutional Affairs at Palazzo Madama, Alberto Balboni –. Our Constitution requires the examination of texts in both houses of Parliament.”

In the decree, which has become omnibus, measures were introduced that the government and majority had not been able to include in the budget law because they were not yet completely defined, especially in terms of coverage. Between main measures contained in the decree the rules in favor of doctors, a new tax shield for public administration officials, quater scrapping and more time for fixed-term contracts without reason. The decree was also the tool to convey the package of measures for farmers after the tractor protests.

TAX SHIELD FOR DIRECTORS – Throughout 2024, public administrators will be relieved of accounting responsibilities in the event of gross negligence.

FOR DOCTORS, CRIMINAL SHIELD UP TO 72 YEARS OF AGE – Punishment for those who negligently cause death or personal injury “in situations of serious shortage of healthcare personnel” is limited “to cases of gross negligence only”. To fill the gaps in the ward, doctors are given the opportunity to work up to the age of 72, even returning to service, but only until the end of 2025.

EATING DISORDERS AND PSYCHOLOGIST BONUS – The fund to fight eating disorders has been refinanced. The resources available are equal to 10 million euros for 2024. The psychologist bonus has been refinanced, again with 10 million.

AGRICULTURAL IRPEF CUT – The exemption for agricultural and domain incomes up to 10,000 euros comes into force and the amount to be paid for those between 10 thousand and 15 thousand euros is reduced by 50%. The obligation to insure tractors if they do not go on the road is postponed until June 30th.

NO FINES FOR NON-VAXERS – The suspension of fines for those who have violated the Covid vaccination obligation has been extended by six months, until December 31st.

SCRAPPING QUATER AND REPRESENTATION – The terms of scrapping quater are reopened. The first two overdue installments can be paid by March 15, 2024. The special amendment for validly submitted annual VAT, income and IRAP returns for 2022 reopens. –

MORE TIME FOR FIXED-TERM CONTRACTS WITHOUT REASON – Deadline postponed to December 2024 for companies that want to extend fixed-term contracts for up to 24 months without reason but for technical, organizational or production needs identified by the parties.

MOST EXPENSIVE HIGHWAYS IN 2024 – Increase in motorway tolls of 2.3%. Postponement to 30 March 2024 of the deadline by which companies concessionaires of motorway sections must prepare an updated proposal for the economic and financial plan. –

TASER EVEN IN SMALL MUNICIPALITIES – On an experimental basis, all municipalities will be able to equip the Municipal Police with this tool.

EASIER UNDER 36 MORTGAGES – The concessions for first home mortgages for under 36s with ISEE up to 40 thousand euros also apply in cases where only the preliminary contract has been registered by 31 December 2023, provided that the deed is formalized by 31 December 2024.

EXTENSION OF TAX BENEFITS TO THE THIRD SECTOR – Tax breaks and simplifications for the third sector have been extended to January 1, 2025.

RECRUITMENTS – From the Ministry of Economy to that of the Interior, passing through the Fire Brigade and the Calabria Region, there are many postponements regarding hiring in central and local administration.

PUBLISHING, CUTS POSTPONED FOR 2 YEARS – The cut in contributions to publishing has been postponed for another two years, from 2025 to 2027.
