(Finance) – The House of Representatives approved with 196 votes in favour, 147 votes against and 6 abstentions (from linguistic minorities) the confidence placed by the government on the decree on the implementation of the PNRR, in the text already approved by the Senate. The final vote on the decree is therefore expected for tomorrow.
The decree specifically simplifies the procedures for grounding projects and modifies the governance of the PNRR, envisaging its establishment at the Presidency of the Council, in the Department headed by the Minister Raffaele Fitto, of the Plan mission structure, which has the task of coordinating the project implementation activities and becomes the national contact point for the implementation of the Plan and relations with the Brussels institutions.
suppressed theTerritorial Cohesion Agency and hers competence which transit to the Department directed by Fitto, where a special nucleus is set up. The objective, explained the minister in his speeches in Parliament, is to systematize and make the use of the resources of the PNRR more efficient with those of the cohesion policies.
On the text of the decree approved by the Council of Ministers, the Senate made various changes in the first reading changes including: measures aimed at reduction of payment times for public administrationsa contribution of 40 million euros to the managers of spid, stabilization of personnel working on European projects, the possibility of entrusting senior management positions in public administration bodies to pensioners, a plan for the placement of defibrillators in view of the Jubilee of 2025, the extension to 31 December 2023 for the implementation of the Cartabia law on the judicial system.
