Dl Energia Government gains confidence in the Chamber

(Finance) – With 422 votes in favor, 54 against and one abstention, the Government collects confidence in the Chamber on the energy decree. The session continues with the examination of the agendas. The vote on agendas and the final vote will be held in the morning session. The text of the decree, which expires on April 30, will then be examined by the Senate at second reading.

Meanwhile, in line with what we read in the memory illustrated by the president of Unem, Claudio Spinaci, during the hearing on the Decree-Law “Urgent measures to counter the economic and humanitarian effects of the Ukrainian crisis”, the norm which introduces an ‘extraordinary solidarity contribution’ on the so-called extra-profits “It presents strong technical criticalities in its application to our sector that require intervention to mitigate the distorting effects encountered”. As it is structured, Spinaci explains, “it affects the oil downstream regardless of the generation not only of extra profits, but also of profits, leading to the determination of extraordinary contributions of an extent not commensurate with the real contribution capacity of the sector with strong distortions on activities already in economic and financial distress “. “Failure to sterilize the effect deriving from the natural increase in quantities sold compared to the base period considered, in full pandemic emergency with strong blocks to mobility – adds the president of Unem – in fact determines an artificial theoretical extra profit, amplified by almost 5 times from the presence of excise duties for companies that release petroleum products for consumption “.

Furthermore, Spinaci continues, “it is understood that the emergency period requires exceptional effortsbut they cannot disregard the contributory capacity of the obliged subjects and cannot be distorting: it is not possible to calculate a contribution on the higher excise duties paid following the increase in the quantities sold “. To this end, Unem has put forward some amendments, including, first of all” neutralizing the excise effect, not including the excise duties paid in the base taxable amount and then introduce, on the basis of the constitutional principle of contributing to public expenses based on the ability to pay, a cap on the extraordinary contribution linked to the most recent results for the year “.
