Gérald Darmanin unveiled to the prefects “an action plan” for the fight against terrorism based on an “optimized hindrance strategy” against the “Islamist and jihadist movement” before and during the Olympic Games, according to a circular consulted this Tuesday May 7 by AFP.

“The scale of the event and its media overexposure could have a galvanizing effect on certain radical profiles,” wrote the Minister of the Interior on Monday in a circular, also addressed to the bosses of the police, the gendarmerie and various intelligence services.

This plan, led by the General Directorate of Internal Security (DGSI), aims to tighten vigilance on the 5,000 people already actively monitored due to their registration in the file for processing reports for the prevention of radicalization of a nature terrorist (FSPRT).

The strategy of “judicial obstruction”

The prefects are invited “to seek for any objective followed at the FSPRT the possibility of a hindering measure” and at “precise periods” so that they are “totally efficient” during the Olympics. Prison leavers, foreigners and “radicalized” young people are listed among “the most sensitive profiles”.

“Judicial obstruction” must be “privileged”, with the opening of investigations by the National Anti-Terrorism Prosecutor’s Office in cases of “proven threat” of attack. This strategy of “judicialization” is also “encouraged” for all so-called common law offenses, including those unrelated to the terrorist threat, such as child pornography or drug trafficking.

Islamist terrorist prisoners (TIS) benefiting from a sentence modification outside prison will be more closely monitored in order to reincarcerate them in the event of “failure to fulfill their obligations”.

At the same time, administrative measures must be “systematically deployed”. Thus, home visits will be “very widely mobilized” and individual measures of administrative control and surveillance (Micas) will have to be “systematically offered” to people “convicted of acts of terrorism or highly radicalized upon their lineage”.

Take away their weapons from people carrying a “threat”

Beauvau’s viewfinder also includes “any objective carrying a particularly serious threat to public security and order”, without further details, in order to limit its travel and “frequentation” during the Olympics.

The services are also ordered to communicate to the prefects all the elements allowing them to divest their weapons from people carrying a “threat to public order”. For foreigners located outside France and registered with the FSPRT, they will be “systematically” subject to an administrative inadmissibility order (IAT). Finally, all those established on the national territory will be subject to a “new examination” with a view to their “removal”, via an obligation to leave the territory (OQTF) or an expulsion order, in particular to allow a summons at residence “under the strictest conditions”.
