Chinese PTL: Full focus on Torsboda – alternative locations in Europe phased out

There is still a lot to do before the construction of the graphite factory in Torsboda can start in earnest.

In addition to the environmental test, which may take some time, the Chinese investment must security review according to a law which was introduced at the end of last year.

  • But these are reviews that PTL expects to pass and is currently planning for an early construction start;

    – We hope to get a building permit first, so that we can start building at the end of 2024, says Yu Han, PTL’s European manager.

    Criticized security thinking

    After all, there has been an intense security policy debate around Chinese establishments – not least since Russia started the war in Ukraine

    PTL’s investment in Torsboda has been no exception, and even local politicians have sharply criticized what they call a lack of security thinking and demanded a stop to more Chinese companies on the site.

    – I can’t really comment on that, says Yu Han. We have had very good cooperation with local representatives here and we see no political problems.

    – We do not see that the criticism has affected the process or the company. We are a private company, in China we follow Chinese law, in Sweden Swedish law, he says.

    No competitors

    In the past, PTL has flagged that it had several options ready in Europe: establishment in countries such as Hungary, Poland and Slovakia has been pointed out, but today those options are out of the picture:

    – We are now focusing all our resources on Torsboda, and we have phased out the work on in the other countries, says Yu Han.
