The report shows that the contractor NCC, which was responsible for the construction of Oceana, had 58 different subcontractors. Three of them came from abroad, but none of the foreign companies were notified to the Swedish Work Environment Agency for the construction of the bathhouse, which violates the law. One of the foreign companies also had debts that were forwarded to the Crown Enforcement Agency.

All workers must by law have a special card, ID06, which registers who is at the workplace. However, two people lacked such a card.

According to the report, 168 people were checked and 86 percent were correctly registered. 25 people had not logged in as they were supposed to and 22 people also lacked identification. Four people could not show a work permit.

The inspection was carried out by the company Moxy ID on behalf of the Purchasing and Procurement Administration in the City of Gothenburg following an agreement with Liseberg.

“Until the deficiencies are remedied, the subcontractors should be denied continued access to the workplace,” they wrote in the report.

What caused the fire that devastated Oceana on Monday is not known.
