Campi Flegrei, green light from the government for an extraordinary plan in 4 phases

CdM approves energy decree 13 billion for families

(Finance) – A seismic microzonation study, an analysis of the seismic vulnerability of private buildings, an analysis of the seismic vulnerability of public buildings and a first plan of mitigation measures, an implementation program for seismic monitoring and of the structures. These are the 4 activities planned by extraordinary vulnerability analysis plan of the built-up areas directly affected by the bradyseismic phenomenon introduced by decree-law introducing urgent measures to prevent seismic risk connected to the bradyseismic phenomenon in the Campi Flegrei area. The decree it was approved yesterday in the Council of Ministers, on the proposal of the president Giorgia Meloni and the Minister for Civil Protection and Maritime Policies Nello Musumeci.

The provision provides funds for over 52 million euros entirely allocated by the State: 15 million will be reallocated through a new chapter of the autonomous budget of the Presidency of the Council of Ministers intended for Civil Protection, while another 37.2 million will come from resources already allocated for the prevention of seismic risk.

Based on the bradyseismic uplift data and the seismicity of the area, the Civil Protection Department will carry out an initial urgent delimitation of the intervention area. For the rapid implementation of the plan, the Department makes use of a support structure. Furthermore, it is defined as the communication plan to the population, approved by the Campania Region, in conjunction with the Department of Civil Protection. This plan concerns the strengthening of initiatives already launched and the development of new initiatives aimed at disseminating knowledge of risks, with specific regard to people with disabilities.

The definition of the emergency plan for the territory affected by the bradyseismic phenomenon, based on the knowledge of danger developed by the competence centers and which contains the procedures to be adopted in the event of worsening of the ongoing phenomenon, is expected
within 60 days. They are introduced urgent measures to verify the functionality of transport infrastructures and other services essential. It is expected that the Campania Region will coordinate the verification activities of critical issues to ensure the functionality of the transport infrastructures.

Finally, it is expected that strengthening of the territorial operational civil protection response. In particular, the Metropolitan City of Naples coordinates: the recognition of urgent needs relating to the recruitment of fixed-term staff, to be employed for twelve months to strengthen the municipal civil protection structure; the acquisition of materials necessary to ensure effective management of civil protection activities; the setting up of temporary areas and structures to welcome the population

“It is a great satisfaction. All our proposals to deal with this phase of bradyseism have been accepted by the Government – comment the mayors of Pozzuoli, Gigi Manzoni, and Bacoli, Josi Della Ragione, after the approval of the decree –. Starting from the strengthening of technical and control staff. And, above all, to the analysis of the vulnerability of buildings. Both public and private. As well as improving communication to citizens and strengthening evacuation plans. It’s a good starting point. Because we Phlegraeans want to continue living our land. But we have to do it safely.”

“We note with satisfaction – to also join in the positive opinion mayor of Quarto, Antonio Sabino – that the Government has decided to listen to our requests. Because this law decree arises from the requests of the territory, from below. We managed to bring the voice of our communities to Rome. We managed to make bradyseism a national issue. And we are proud of it. It is a very important night for our land. For the first time a government act talks about the bradyseism phenomenon in terms of prevention. Of potentially the resilience of our territory. Without always acting only ‘after’. But before’. Preventing, strengthening. We managed to make one fundamental fact understood. Bradyseism must be monitored in advance. Because it’s not a ‘one-off’ episode. It won’t disappear. Exists. It has existed for millennia. And it will still exist. For this reason, actions capable of mitigating the risks must be implemented immediately. And this law decree goes in this direction. Start a journey never started before. “We repeat it. It’s a good start. And we are certain – they add first Phlegraean citizens – that Parliament will be able to further improve this mechanism. Both in legislative terms and from an economic point of view. We are ready to do our part to propose, to strengthen, to continue to make people understand what we are experiencing. And what must be done to avoid economic and social crises following poor management of bradyseism. The Phlegraean mayors continue to be on the front line. Alongside your people. In synergy with the institutions. We welcome this first important step forward with satisfaction, and invite the Minister of Civil Protection, Nello Musumeci, and the Italian Government, to come to the Campi Flegrei to continue a fruitful discussion to address this bradyseismic phase. We are certain – they continue to highlight – that all institutional levels will be able to do even more. To protect an area where more than 200 thousand people live. In defense of an economic district, of a tourist and productive nature, with great international value. It is a very important night for the Campi Flegrei. We repeat it. We have taken the right path. Now, we have to walk it. And quickly. We know we have the Government, the Campania Region, the Metropolitan City of Naples and the Prefecture at our side. Everyone. And it is a fact that must give us courage and confidence. Together, we will be able to face this too. Together, we can do it. We are at your side. Go Campi Flegrei”.
