ADI-SFL, INPS: the audience is growing, the amounts and the time horizon of benefits are increasing

(Finance) – Law 30 December 2024, n. 207 makes, starting from 1 January 2025, some changes to the regulation of security measures Check of Inclusion (ADI) and of Support for Training and Work (SFL). In particular, for the ADI the threshold of the equivalent economic situation indicator (ISEE) and that of the family income is raised for access to the measure, as well as for the calculation of the economic benefit.

Furthermore, the same law introduces a specific threshold of income family for access to the measure for families residing in a rented home, according to what appears from the Single Substitute Declaration (DSU) surrendered for the purposes ofISEE. For the SFL, however, the same law raises the ISEE threshold and the income threshold for access to the measure, increases the monthly amount and provides for the extension of the duration of the measure up to a further twelve months, in the presence of particular conditions.

In Message no. 148 of 15.01.2025 the following are reported novelty introduced by the aforementioned Budget law.

In order to allow the adaptation of requirements of access to the measure and the amounts to be paid to the beneficiaries following the changes introduced, as a partial correction of the ADI and SFL 2025 payment calendar, made known with message no. 4326 of 18 December 2024, the new payment dates for the January month are communicated below.

On January 15, 2025, the payment of only any monthly payments in arrears for the ADI, having jurisdiction prior to January 2025 with the thresholds established by legislative decree no. 48/2023 prior to the amendments made by the 2025 Budget Law. On 17 January 2025, payment will be made, for SFL, of any “arrears” monthly payments and the monthly salary of December 2024, applying the thresholds and amounts established by legislative decree no. 48/2023, prior to the amendments made by the 2025 Budget Law.

On 27 January 2025, the payments for the month of January 2025 will be made with the application of the new thresholds for access to the service (for new applications) and the new amounts defined by the Budget Law relating to: the new applications for access to the ADI measure presented in December 2024, with a positive outcome of the investigation, for which the digital activation agreement (PAD) of the nucleus is signed, again in the month of December; the new SFL questions (provided that a training or work initiative is active and following positive verification of the investigation and signing of the PAD and the personalized service agreement); the monthly renewal fee of the ADI and SFL applications currently being disbursed, again falling within the month of January 2025, with the application of the new increased thresholds provided for by the 2025 Budget Law.
