A24 / A25: CdM approves the revocation of the Strada dei Parchi concession

A24 A25 CdM approves the revocation of the Strada

(Finance) – Following the information on the management of the concession relationship of the A24 / A25 motorwaypresented by the Minister of Sustainable Infrastructures and Mobility, the Council of Ministers approved the decree-law which gives immediate effect to the resolution of the convention of 18 November 2009, signed between ANAS SpA and Strada dei Parchi SpAarranged by directorial decree approved by decree of Mims and of the Ministry of Economy and Finance.

This provision takes into account the results of the procedure for serious breach, activated in December 2021 by the Directorate General of MIMS, in consideration of the many criticalities encountered in the management of the motorway, including the inadequate state of maintenance.

The decree-law establishes limmediate takeover of ANAS SpA in the management of the motorway that, to ensure continuity of motorway operations, it will be able to make use of all human and instrumental resources currently employed, including toll collection personnel, those employed directly in operating activities and the equipment, vehicles and machinery necessary to ensure the service.

It is also expected that the National Agency for the Safety of Railways and Road and Highway Infrastructure (ANSFISA) will launch a inspection plan to verify the safety conditions of the entire motorway infrastructure.
For users, any further variation of the rates is excluded, which remain unchanged for the future compared to those of 2017.

The decree-law also contemplates measures for the regulation of relations with the lapsed concessionaire in relation to the compensation due on the basis of current legislation, without prejudice to the right to compensation for damages in favor of Mims.

Meanwhile the Strada dei parco SpA concessionaire of the Abruzzese industrial group headed by the entrepreneur Carlo Toto, through the ANSA makes it known that there has been “no non-fulfillment, it is an authentic abuse to which we will react promptly and harshly by demanding damages from those responsible”. The concession of the Lazio and Abruzzo motorways A24 and A25 would have expired in 2030 and from the first words of the management, the revocation would be detrimental, ie a consequence of contractual violations by the concessionaire.
