The selection of the citizens’ council took place by drawing lots. The 81 registered citizens discussed a total of five times about how New Year’s Eve should proceed in the city.
The residents were in different age groups and lived in different places in the city and had to form a representative group. “A kind of mini-Utrecht with supporters and opponents,” councilor Eva Oosters previously called it.
