The municipalities of Bunnik, De Bilt, Utrechtse Heuvelrug, Wijk bij Duurstede and Zeist have chosen not to do this, because this would disadvantage some residents. “This is because there is a group of residents who were not yet entitled to an energy surcharge in 2022, but may be in 2023.” If they had chosen to add the 500 euros to last year’s energy surcharge, that group would miss out on 500 euros, according to a spokesperson for the municipality of Utrechtse Heuvelrug.
