The human rights organization released a report on Thursday alleging that the Ukrainian military is using residential areas, including schools and hospitals, as bases.

In total, they list 19 cities and villages in the Kharkiv, Donbass and Mykolaiv regions where they claim to have documented this. Amnesty emphasizes that it does not justify Russian attacks on civil society structures.

Zelenskyy does not share the critical picture and instead accuses Amnesty of trying to “shift the responsibility from the aggressor to the victim”.

“There is no situation, not even a hypothetical one, that can justify a single one of the Russian attacks on Ukraine,” he says.
