(Finance) – Suspension of professional obligations For accountants during maternity leave, changes to fair compensation of professional performance, a more inclusive Artificial Intelligence for accountants e the repeal of “simplified sentences” with the prohibition of challenging the extract from the role. These are the four proposals launched in Rome during the Young Accountants Forum, fromNational Union of Young Chartered Accountants and Accounting Experts.

These are the Union’s proposals:
Maternity and work: accountants should be able to benefit from the two-day deferral of tax deadlines during pregnancy (from the date of the pregnancy certificate issued by the attending physician and up to 2 months before the expected date of birth) and the suspension of declaration obligations from the previous two months the expected date of birth up to the following 3 months. This would, in fact, be the next step to the so-called “right to illness” for professionals.

Fair compensation: greater protection of freelance professions in matters of fair compensation. The current formulation provides, in fact, gray areas that compromise its real applicability: it would be appropriate to make it applicable to everyone and identify sanctioning consequences also for companies that do not apply the rule, otherwise the same will continue to facilitate strong subjects, instead of professionals to whom it was addressed.

Artificial intelligence: the adoption of artificial intelligence in intellectual professions is a rapidly evolving reality, which requires regulation capable of guaranteeing a balance between innovation and professional protection. The legislation could benefit from the introduction of specific ethical guidelines for the use of AI in intellectual professions, which should cover aspects such as privacy, data security and the responsible use of AI and their relationship with the development ethics of the profession.

Abolition of “simplified sentences”: “simplified sentences” represent a prejudice for individuals who appeal to the courts in order to see their rights in tax matters protected. Prejudice which, by broadening the perspective to the entire jurisdiction in question, seems to add up to various further elements which, to date, are pernicious for the taxpayers who resort to them, and which must therefore be irremediably removed.

The Honorable Andrea de Bertoldi, Finance Commission of the Chamber of Deputies, commented: “I fully support the Union’s proposals and I hope that the government does not fail to provide its support. First of all, it would be a question of continuing along the path of expanding the first rule on the deferral of deadlines for sick professionals who, in my opinion signature, was approved in 2021. Then the other proposals could be carried forward which provide clear benefits with a low economic impact for state coffers”.

For the honorable Chiara Gribaudovice-president of the Labor commission at Montecitorio, “Italy has a negative birth rate record: we need to promote adequate policies especially for freelance professionals. In this sense, the Union’s proposal is very convincing and I hope it finds the right way of implementation. On the subject of fair compensation, the Union’s proposal returns to the criticisms expressed by me on the rule itself, so I can only support it”.

The Honorable Emiliano Fenu, Finance Commission of the Chamberunderlined that these are issues “of great impact and relevance. I am thinking above all of fair compensation: not guaranteeing it to Italian professionals who operate daily in the area means paving the way for large entities. And then there is the great issue of ‘AI that must be regulated and managed.’

“Young professionals are interpreters of changes that concern our era. To facilitate them, the Cassa has allocated two million euros to support the professional activities of the category through the tender that facilitates the creation of professional aggregations and the one for the purchase/leasing of goods and services with which the expenses for artificial intelligence,” he said Ferdinando Boccia, president of the Chartered Accountants Fund.
