The arrival of tabs in File Explorer would be an asset for Windows 11, but Microsoft seems reluctant to take action. Depending on the different builds for Windows Insider Program testers, the feature appears or disappears. Thus, she was present 15 days ago, in the build 22572, then disappeared in the build 22579, before reappearing in the build minor 22579.100, and to disappear again in the build 22581.
You should know that Microsoft uses several publication channels in its Windows Insider testing program. Thus, the builds of the Dev channel correspond to experiments that can be deployed in the more or less long term, or even abandoned along the way. On the other hand, the builds of the Beta channel correspond to specific Windows updates, for example the upcoming version 22 H2 of Windows 11 (codename Sun Valley 2). This is for example the case of the build 22581.
If we follow Microsoft’s logic, the tabs could therefore not be present in the next major update of Windows 11. But that does not mean that the publisher is abandoning this function. It could appear in a point update, or within a cumulative update. Unless development problems push the deadline to versions 23 H1 or 23 H2 of the operating system.

Anyway, the arrival of tabs in the file explorer could greatly facilitate the life of users who will no longer need to manipulate several windows to work on different files at the same time. macOS users have known this for a long time…
