According to the decision; The IMEI numbers of mobile phones that have not received a signal for 1 year will be removed from the pool and the IMEIs will become completely unusable. The “Regulation on Amendments to the Regulation on the Registration of Devices Having Electronic Identity Information” prepared by the Information Technologies and Communication Authority (BTK) was published in the Official Gazette.

Accordingly, the communication connection of the device, which is detected to have not received service from electronic communication networks for an uninterrupted year since the last signal while registered in the institution’s MCKS, will be disconnected within 24 hours and the identity information of the devices will be put on the “black list”. Previously, this period was 7 years.

If the device whose identity information has been blacklisted is used again with a subscriber number, the device user’s request to benefit from electronic communication services will be immediately notified to the institution by the operator, together with the relevant subscriber number information.

Following the notification made to the institution, if the control made by the institution indicating that the device is used with the subscriber number of one of the end users is positive, the IMEI number of the device will be registered again and will be included in the paired white list.

The application can be made by the end user of the device via the e-Government portal. The regulation will enter into force on January 1, 2024.
