Why is it so difficult to overcome child abuse

In recent days, at the end of its first year of work, the Independent Commission on Incest and Sexual Violence Against Children (Ciivise) delivered its interim conclusions with a view to improving the “culture of protection” of minors. Regularly, abuse makes the headlines. Each time, there is indignation and promises that it will not happen again. But a child dies every five days from domestic violence in France.
