Who is best placed to win the second round

From Gabriel Attal to Stanislas Guérini and Stéphane Séjourné, around twenty government ministers are still in the running for the second round of the 2024 legislative elections.

Of the 24 government ministers who ran in the first round of the legislative elections to seek a mandate as a deputy, only 19 will now stand before the voters this Sunday, July 7, in the crucial second round of these historic elections. Of these, only 11 ministers came out on top on the evening of the first round, like the outgoing Prime Minister Gabriel Attal who won 43.9% of the vote in his stronghold of Hauts-de-Seine, beating the socialist candidate of the New Popular Front Cécile Soubelet by 8 points.

The Minister of Foreign Affairs and Secretary General of the presidential party Stéphane Séjourné is also among the best placed for the second round of the legislative elections, still in Hauts-de-Seine. The same goes for government spokesperson Prisca Thévenot and Olivia Grégoire, the Minister Delegate for SMEs in Paris. But not all of them are in a favorable position for the runoff, like Stanislas Guérini who is 12 points behind the left-wing candidate in Paris.

In order to prevent the extreme right from holding an absolute majority on the evening of Sunday, July 7, the Renaissance – Ensemble party and the New Popular Front announced that they would withdraw their candidacy in the event of a three-way race to try to block the National Rally (RN) in the second round. Among the 24 ministers and deputy ministers of Emmanuel Macron’s government who were running for a mandate as MP, none managed to cross the 50% mark in the first round of the legislative elections. Most of them find themselves in more or less favorable positions.   • Gabriel Attal in Hauts-de-Seine (92) : the outgoing Prime Minister qualified by obtaining 43.85% of the votes in the 10th constituency of Hauts-de-Seine. In a good position to win, he will face Cécile Soubelet of the PS-NFP (35.53%) in the second round of the legislative elections.
  • Stéphane Séjourné in Hauts-de-Seine (92) : the Minister of Foreign Affairs and Secretary General of the Renaissance-Ensemble party received 46.07% of the votes and will challenge Pauline Rapilly-Ferniot (EELV-NFP, 21.39%) in the second round in the 9th constituency of Hauts-de-Seine. Having come out on top in the first round, he has a strong chance of winning the second.
  • Prisca Thevenot in Hauts-de-Seine (92) : the government spokesperson won a total of 39.91% of the vote. She is ahead of the left-wing candidate Salomé Nicolas-Chavance (30.30%), whom she will face on Sunday July 7 in the second round in the 8th constituency of Hauts-de-Seine.
  • Gérald Darmanin in the North (59) : the Minister of the Interior received 36.03% of the votes in the 10e constituency of the North, ahead of Bastien Verbrugghe of the RN (34.31%) by just two points, whom he will challenge on July 7 in the second round of the 2024 legislative elections. A very uncertain duel. For information, the LFI-NFP candidate Leslie Mortreux indicated her withdrawal with 24.82% of the vote.
  • Stanislas Guerini in Paris (75) : the Minister of Transformation and Civil Service is in an unfavorable position in the 3rd constituency of Paris. He was only credited with 33.99% of the votes, against 46.15% for his opponent Léa Balage El Mariky (EELV-NFP). It will be a duel in the 2nd round.
  • Olivia Gregoire in Paris (75) : the Minister Delegate for Small and Medium Enterprises (SMEs), Trade, Crafts and Tourism came in first with 39.36% of the vote, ahead of Céline Malaisé of the PCF-NFP (28.96%) in the 12th constituency of Paris. The two candidates will meet again next week in the second round.
  • Jean-Noël Barrot in Yvelines (78) : the Minister Delegate for Europe (MoDem-Ensemble) came first in the 2nd constituency of Yvelines with 35.01% of the vote, qualifying for the second round of the legislative elections against Maïté Carrive-Bédouani of EELV-Nouveau Front populaire (26.29%) and Gaetan Brault of the RN (21.81%).
  • Aurore Bergé in Yvelines (78) : the Minister for Equality won 33.59% in the 10th constituency of Yvelines, ahead of RN Thomas du Chalard (28.22%) whom she will challenge in the second round. The left having called on its candidates qualified in three-way races to withdraw in favor of the RN’s opponent in the second round, candidate Cédric Briolais of LFI-NFP (22.40%) will no longer be in the race.
  • Marie Lebec in Yvelines (78) : the Minister Delegate for Relations with Parliament is largely in the lead with 44.11% of the vote. She will face Céline Bourdon (LFI-NFP – 22.6%) and Jean-François Mourtoux (LR-RN – 19.99%) in the second round in the 4th constituency of Yvelines. A three-way race is emerging, unless the LFI-NFP candidate withdraws.
  • Franck Riester in Seine-et-Marne (77) : the Minister Delegate for Foreign Trade came 2nd in the 5th constituency of Seine-et-Marne. Despite 31.43% of the vote, he finished behind Philippe Fontana (LR-RN – 41.77%). Voters will therefore have the choice between the two next Sunday in the 2nd round, with the withdrawal of Laurie Caenbergs (LFI-NFP – 24.52%)
  • Frédéric Valletoux in Seine-et-Marne (77) : the Minister of Health finished second in the 2nd constituency of Seine-et-Marne. His 33.73% did not allow him to overtake Ivanka Dimitrova of the RN, who was credited with 35.06% of the votes. They will challenge each other in the second round on Sunday, July 7, 2024.
  • Agnès Pannier-Runacher in Pas-de-Calais (62) : the Minister Delegate to the Minister of Agriculture is in great difficulty in the 2nd constituency of Pas-de-Calais: only 21.54% of the votes, far behind the RN represented by Alban Heusèle (37.31%) whom she will face in the second round. The NFP ecologist candidate Alexandre Cousin (20.12%) has announced his withdrawal.
  • Marc Fesneau in Loir-et-Cher (41) : the Minister of Agriculture is neck and neck with the RN (34.56% against 35.22%) in the 1st constituency of Loir-et-Cher. The duel will be replayed in the second round with Marine Bardet of the RN.
  • Sarah El Haïry in Loire-Atlantique (44) : the Minister Delegate for Children, Youth and Families won 36.17% of the vote in the 5th constituency of Loire-Atlantique (Carquefou, La Chapelle-sur-Erdre, Ligné, Nantes VIII, Nort-sur-Erdre). She will challenge the PS-NFP candidate Fabrice Roussel credited with 37.73%, and the RN candidate Bruno Comby credited with 24.73% in the second round.
  • Thomas Cazenave in Gironde (33) : the Minister Delegate for Public Accounts of France came out on top in the 1st constituency of Gironde, which includes part of the city of Bordeaux. The outgoing deputy Renaissance-Ensemble obtained 38.31%, against 34.23% for Céline Papin (EELV-NFP) and 21% for Bruno Paluteau (RN). He finds himself in a slightly favorable runoff position against the environmentalist Céline Papin in the second round.
  • Marina Ferrari in Savoie (73) : the Secretary of State for Digital Affairs, candidate in her 1st constituency of Savoie, won 35.24% of the vote, just behind the LR-RN alliance represented by Typhanie Degois (36.16%), which she will face in the second round. Christel Granata of the PCF-NFP announced her withdrawal with 22.93% of the vote.
  • Guillaume Kasbarian in Eure-et-Loir (28) : the Minister Delegate for Housing was credited with 32.89% of the votes in the 1st constituency of Eure-et-Loir. In the second round, he will face a duel with RN candidate Emma Minot (33.66%), with EELV-NFP Jean-François Bridet (24.05%) having withdrawn in the second round of the 2024 legislative elections.
  • Hervé Berville in Côtes-d’Armor (22) : the Secretary of State for the Sea and Biodiversity, candidate in the 2nd constituency of Côtes-d’Armor, obtained 33.61% of the votes in the first round of the legislative elections. He is ahead of the RN candidate Antoine Kieffer (30.96%) whom he will have to face in an uncertain duel in the second round. The EELV-NFP candidate Jérémy Dauphin withdrew, with 25.71% of the votes.
  • Roland Lescure in the constituency of the French of North America : the Minister Delegate for Industry and Energy obtained 38.84% of the votes in the 1st constituency of the French in North America (Canada and the United States). He will face the EELV-NFP candidate Oussama Laraichi (36.12%) in the second round.

Former Prime Minister Elisabeth Borne and her former delegate Olivier Véran, who both ran in their home constituency, are also still in the race for the second round of the legislative elections. Elisabeth Borne, under the Renaissance/Ensemble label, obtained 28.93% of the votes in her 6th constituency of Calvados, she will face the RN candidate Nicolas Calbrix (36.26%) in a duel. Olivier Véran finds himself in a three-way race in the 1st constituency of Isère. The one who won 33.62% of the votes will have to face the LFI-NFP candidate Hugo Prevost (40.19%) and the RN candidate Alexandre Lacroix (18.34%).

Which minister announced his withdrawal before the second round of the legislative elections?

With the explosion in the number of three-way races, five ministers from Emmanuel Macron’s government have announced that they will withdraw from the second round of the legislative elections, in order to block the National Rally (RN).

  • Patricia Mirallès in Hérault (34) : the Secretary of State to the Minister of the Armed Forces, responsible for Veterans and Remembrance, was in difficulty in the 1st constituency of Hérault. She only received 22.54% of the votes, far behind the RN represented by Josyan Oliva (34.11%) and EELV-NFP represented by Jean-Louis Roumegas (34.04%). She withdrew from the race.
  • Sabrina Agresti-Roubache in Bouches-du-Rhône (13) : the Secretary of State for the City of France arrived 3e in the 1st constituency of Bouches-du-Rhône with 23.61% of the vote. She announced her withdrawal in the face of Pascaline Lécorché (DIV. G.-NFP – 26.9%) who will face Monique Griseti (RN – 45.54%).
  • Fadila Khattabi in Côte d’Or (21) : the Minister responsible for Persons with Disabilities has announced her withdrawal in the 3rd constituency of Côte d’Or, having obtained only 23.81% of the votes, far behind the RN Thierry Coudert (35.44%) and the PS-NFP candidate Pierre Pribetich (29.59%).
  • Marie Guévenoux in Essonne (91) : the Minister Delegate for Overseas Territories finished third in the 9th constituency of Essonne, with 27.11% of the vote. EELV-NFP obtained 37.6% of the vote and the RN represented by Paul-Henri Merrien 30.12% of the vote. She announced the withdrawal of her candidacy in the second round.
  • Dominique Faure in Haute-Garonne (31) : the Minister Delegate for Rural Affairs, who finished 3e in the 10th constituency of Haute-Garonne with 28.99% of the vote, announced his withdrawal. The NFP represented by the PS candidate Jacques Oberti (36.24%) will face the RN candidate Caroline Falgas-Colomina (30.37%) in the second round.
