The head of government Apollinaire Kyelem of Tambela received, this Monday, the report on the proposals from the driving forces of the nation, with a view to the political, institutional and administrative reforms to be put in place during the current transition. In the report submitted by Dr. Ousmane Bougouma, the president of the Transitional Legislative Assembly, the strong forces of the nation wish the adoption of a new Constitution which takes into account customary, traditional and cultural realities and request a clarification of the “defense secret” and “secularism”.

At the end of the days of discussion organized in the 13 regions of the country, the reform project firstly proposes a suspension of the democratic process, 10 or 15 years after the adoption of the new fundamental text. It will be a matter of taking stock of it. The aim is to allow possible corrections. The project does not specify how long this suspension will last, nor who will decide.

The active forces also suggest that some of the deputies be elected and others appointed on the basis of their competence, in particular by requiring the minimum level of education: namely reading and writing.

If this project is adopted, the organization of the elections will be entrusted to the Ministry of Territorial Administration and no longer to the Independent National Electoral Commission. A second Senate-type chamber of Parliament could see the light of day.

And the 1,300 participants who took part in the work suggest that the political party that came first in the presidential election has the presidency of Faso. The one who came in second place would occupy the presidency of the National Assembly.

This reform project also proposes not granting any amnesty to the authors of coups d’état in order to reduce their repetition in Faso.

Other proposals concern social, educational or health areas. A 35-page document that the government will now be able to study before submitting it for adoption.
