For more than a year, a license obligation for cigarette machines has been in effect in the Netherlands. In order to tackle the problem of illegal production, an international collaboration is needed, thinks Oude Breuil. The UU criminologist sees the good location of the Netherlands in particular as an important key. “We have good roads and the ports of Rotterdam and Antwerp are nearby. Producers want to establish themselves close to the sales market.”
