In 1994, Bakker faced an enormous challenge to come up with a design for a new neighborhood. 30,000 homes were to be built in the area between Vleuten-De Meern and Utrecht. An important part was a large park. She only had six months to speak to the municipalities of Utrecht and Vleuten-De Meern, residents, the province, the water board, the NS and Rijkswaterstaat about all the wishes that existed.
