Ukrainian Foreign Minister Dmytro Kuleba has opened peace negotiations in February, AP reports. “The United Nations would be the best place for the negotiations, because this is not about doing any country a favor. We have to get everyone involved,” he says. When asked if Russia would be invited to a summit, Kuleba replied that it would first require that the country, for example, stand accused of war crimes in an international court. “They can only be invited to this step that way,” says Kuleba.
