On September 28, MP Juvénal Munubo Mubi submitted an oral question with debate to the office of the President of the National Assembly. An approach which aims to obtain clarification from the Minister of Foreign Affairs concerning testimonies on the alleged annexation by Uganda of a portion of the Busanza groupement, located in the territory of Rutshuru. The questions raised mainly concern the confirmation of the annexation of this area as well as the measures envisaged by the government to preserve the integrity of the national territory.

The Busanza groupement is largely under the control of M23 forces, making it difficult to gather reliable information. Independent sources have so far been unable to confirm or refute these allegations.

In this tense context, the DRC and Uganda have already been in conflict over land delimitation, notably in the Rutshuru territory, particularly in the Ishasha area, located in the Binza groupement.

In certain regions, border boundaries remain unclear, and boundary markers are distant or even non-existent, particularly around the village of Kitagoma.

The situation varies from one area to another, with cases where Ugandan populations occasionally rent Congolese land to cultivate, in particular, potatoes.

Relations between the DRC and Uganda are marked by a certain ambiguity, despite joint military operations. These allegations risk further inflaming this climate of mistrust.

In June 2022, for example, the Congolese National Assembly suspended the ratification of agreements with Uganda, arguing that Kampala had betrayed Kinshasa by concluding agreements with Kigali.
