Snyder stated that Cruise wanted to play the character of Rorschach instead of Ozymandias, who has the antagonist role in the film, and therefore negotiations for the role were terminated.

Snyder stated that Tom Cruise’s desire to play Rorschach was not because he was against the film being R-rated or its script. In fact, it would make for an intriguing story if one of Hollywood’s most well-known stars plays a character who is considered physically unattractive and has serious personal problems. However, Jackie Earle Haley had already been cast as Rorschach by the time Snyder and Cruise discussed the matter. Snyder admitted, “It was obvious that Tom could play Rorschach, but we already had Jackie. Looking back, if it wasn’t for Jackie, I would definitely consider Tom.”
In the movie, Dr. Addressing the rumors that Keanu Reeves is a candidate for the character of Manhattan, Snyder stated that there are no serious discussions on this subject. “I think — my wife is a huge Keanu fan, she brings up Keanu for every role,” Snyder said, sharing an anecdote about his wife. “I think Billy Crudup is a great choice for Dr. Manhattan.”
