(Finance) – From electromagnetic limits to migrations to ultra-fast networks, from the development of emerging technologies to expansion contracts: ten articles with regulations intended for three sectors (ultra-broadband, technological development and employment) and resources for a total 1.5 billion. This is what the preliminary draft of the Tlc decree.

The bulk of the resources is intended for two rules for tax breaks on energy. It’s about 1.2 billion, half of which to structurally introduce, for three years, the zeroing of system charges for energy-intensive companies (users with available power equal to or greater than 16.5 kW) also connected in medium and high/very high voltage companies that offer public utility services and are subject to the Golden Power discipline, thus extending the measure to TLCs as well. The others 600 million they serve to extend the concessions relating to energy costs envisaged for energy-intensive companies in a structural way to TLCs.

With a standard on migration to ultra-fast networks, with the move to fiber – which they are settling for 8 million – it is also envisaged that, with the Mimit decree, in agreement with Agcom, the methods and timing will be established with which it will be possible to favor the progressive migration of telecommunications services on the new generation fiber optic network, also by , to this end, the activation of experimental projects for the transition from the copper network to the fiber in certain cities, in which the coverage of the physical infrastructure is equal to or greater than 60% of the territory. For encourage the transition from copper to fiber a contribution is foreseen for the operator who migrates its customers to more performing technologies: in the draft decree the cost is 200 million.

The draft then contains measures for the development of emerging technologies, for a cost of 120 million. To encourage innovation in the cultural scientific sector, they set aside 500 thousand euros per year for the Historical Museum of Communication, to ensure the hiring of dedicated personnel, the maintenance of the works, the preparation of thematic exhibitions, the costs of maintenance and hosting of the dedicated web portal and the preparation of a space dedicated to merchandising. Finally, two labor standards. A first rule, which has the objective of encouraging business combinations or business combinations to promote new industrial projects, allows, on an experimental basis and in new business combinations with over 1,000 employees (in which the aggregation phenomenon with these purposes), the possibility of stipulating an agreement with the trade union associations in the government which defines an industrial and active policy project which illustrates the actions aimed at overcoming the difficulties of the sector in which the company operates and the actions for the training or retraining of workers. Under the agreement, the employer is entitled to a contribution exemption for each worker transferred to the extent of 100% of the social security and welfare contributions, for a period of twenty-four months, up to a maximum annual amount of 3,500 euros.

The second norm is sui expansion contracts and is aimed at facilitating and increasing generational turnover, extending the number of workers potentially interested in the pension slip also to those who are over 60 months old (originally envisaged in the text of the law) and up to 84 months from the first effective date of the old-age or early retirement, lightening the economic burden on the employer and encouraging long-term plans linked to new hires.

EMF emission limits will go up to allow a “saving” to Tlc operators who, essentially, by increasing the power of their antennas will be able to install fewer. The draft of the Tlc decree provides that it is a Dpcm, subject to agreement in the Unified Conference, to increase the reference values ​​where necessary. If “an agreement is not reached”, the limits today at 6 V/m “are raised to 24 V/m”. This is to ensure – explains the report – “the improvement of the service (in terms of coverage) by reducing the economic impact on operators and the proliferation of antennas”.

The decree will be adopted within 120 days of the entry into force of the decree, on the proposal of the Minister of Enterprises, in concert with the Ministers of the Environment and Health and having consulted the Interministerial Committee for the prevention and reduction of electromagnetic pollution and the competent parliamentary Commissions, and subject to prior agreement in the Unified Conference.
