In an interview with TV Insider, Eric Winter confirmed that he Hashtag Chenford (composed of the character names Lucy Chen and Tim Bradford). The idea was to establish Lucy and Tim as partners and to make them accessible to fans under the hashtag. It was not planned that the two would become a couple.
But the rookie fans saw something in the two characters that worked for them. Chenford quickly established himself as Expression of the desire to see police partners together outside of their job. Eric Winter felt that fans had taken ownership of the story.
I feel like they created it. They knew before any of us really saw it going that way.
In the interview, Eric Winter talks about how the fans have essentially taken control. They own the characters and ultimately they have made it possible for Lucy Chen and Tim Bradford to now be officially a couple.

Melissa O’Neill also supports the decision to establish Chenford as a couple. Although she sometimes misses the original dynamic of the characters, at the same time the characters remained real and developed naturally.
