In Chad, the Constitutional Council unveiled on November 25, 2024 the final list of candidates for the legislative elections of December 29 boycotted by a significant section of the opposition. Among the MPS candidates – the party of the late President Idriss Déby, today the main support of his son and successor Mahamat Idriss Déby – whose files had been rejected by the electoral agency, the Council confirmed the ineligibility of its Secretary general, Mahamat Zen Bada, but drafted two other figures.

At Chadthe Constitutional Council confirms the decision of the Electoral Agency to reject the candidacy of Mahamat Zen Bada. The Secretary General of the Patriotic Salvation Movement (MPS), ultimately convicted of embezzlement of public funds, has not benefited from any rehabilitation. In addition, the person concerned claims to have been retired since March 2023, although he was promoted to the rank of controller general of police 6 months later. The Council considers that he concealed his conviction, that he fraudulently registered on the electoral lists, and therefore decides to transmit his file to the public prosecutor. The same goes for Mahamoud Boubakary and Salomon Gaïdro, two other MPS executives.

Applications reinstated

The Council, however, reinstates the candidacies of two former mayors of Ndjamena: Mariam Djimet Ibet – imprisoned on several occasions for embezzlement of public funds, but in a preventive manner and who benefited from a dismissal of the case and an acquittal – as well as Wang Laouna Foullah who was also not definitively sentenced.

As a reminder, several candidacies of the MPS, the party of former Chadian President Idriss Déby (1990-2021) and today the main support of his son and successor Mahamat Idriss Déby, were rejected by the Electoral Agency responsible for organize the legislative and local elections on December 29, 2024.
