A project plans to introduce a new financial drain on certain French people.
The search for financial resources for the State is endless. From there to say: “every day has a new tax proposal?” Almost. While final decisions on new taxes have not yet been made, an idea of additional revenue is being brought back to the forefront. It does not come from just anywhere since the proposal is formulated by the political camp of Michel Barnier and supported by the President of the Republic.
Presented to the general public as a tax, it would more precisely be a question of creating a new fine which would target all French people. We are not talking here about a new traffic offense, a new criminal offense or any other unprecedented sanction which would “annoy the French” according to the famous expression of Georges Pompidou, but about a system to “empower” the population .
To do this, the objective is to hit the wallet. Supported by the right, praised last spring by Gabriel Attal, the “rabbit tax” was abandoned given the political upheaval that followed. But this has not been forgotten since it is once again proposed to put this system in place.
This would involve financially penalizing people who have made an appointment with the doctor and do not come to the office without prior notice. The amount of the fine is not determined in the text studied by the Senate but the sum of 5 euros was mentioned a few months ago. To settle it, two options are proposed: either the patient could pay the fine directly to social security, or the “Secu” would reimburse the following medical service less well in order to automatically recover what it owes.
If this text, proposed by Senator Corinne Imbert (LR), has a good chance of being adopted by the Senate, nothing says that it will be retained in the final bill and, therefore, implemented. Especially since the doctors themselves have expressed their skepticism about the benefit of this device. As for Emmanuel Macron, he affirmed, in 2023 to the Parisianwanting to “sanction a little those who do not come to the meetings”.
