New law to stop grant fraud

On Thursday, July 11, the government went ahead with a new proposal. The hope is that a new law will come into force. It has not yet been presented as a legislative proposal, but is currently only a legislative council referral.

The proposal aims to prevent benefit fraud, especially with regard to parental allowance.

– We must stop benefit fraud in our welfare systems and a central part of that fraud is incorrect withdrawals of parental allowance and temporary parental allowance, says the Minister of Finance Elisabeth Svantesson for the Moderates, to Sveriges Radio.

Missing out on SEK 2.6 billion

News24 has been in contact with Försäkringskassan, which cannot yet comment on the legislative council’s referral because it is not yet a legislative proposal. On the other hand, they can report figures on how extensive benefit fraud in connection with parental allowance is.

– For 2021, the incorrect payments for temporary parental allowance, i.e. vab, were estimated to be SEK 1.4 billion. The same figure for other parental allowance was 1.2 billion, he says Maria Ahnér who works at Försäkringskassan’s press service, for Nyheter24 and continues:

– So SEK 2.6 billion in total.

Then your manager may be forced to report you to the Swedish Tax Agency

The new proposal means that employers must report employees who are or have been on parental leave or who are on leave to the Swedish Tax Agency. The information then goes to Försäkringskassan, which checks that no crime has been committed.

The information must be submitted in an employer declaration that is sent to the Swedish Tax Agency every month.

Elisabeth Svantesson believes that it will make it easier for Försäkringskassan to see who has been at work or not and whether it agrees with the authority’s payment of parental allowance, she tells Swedens radio.

She believes that the proposal will initially mean greater administrative pressure on employers, but that it is also in the employers’ interest to ensure that the money ends up correctly.
