The episode surprises right from the start Everybody wins a prize with the return of Simon. But don’t worry, the Savior villain isn’t coming back from the dead. Instead, Dead City jumps with a flashback many years into the pastwhen Negan was the feared leader of the Sanctuary.

Negan and Simon reunited
Steven Ogg played the role of Negan’s closest confidant in seasons 6-8 of The Walking Dead. Now there is a reunion, that too also Negan’s iconic baseball bat Lucille brings back. Unfortunately, Simon’s return is short-lived. The scene lasts less than 2 minutes.
Back in the halls of the Sanctuary, Simon turns to Negan with concern. Because a Savior member named The Croat (Zeljko Ivanek) brutally tortured and killed a young girl contrary to orders. At Negan’s side, Simon confronts him. Because killing children is a line that they would not cross.
Now you’re wondering who this Croatian is? We never got to see him in The Walking Dead itself. Before Rick and Co. met Negan, he had already chased away his psychopathic torture master. In Dead City he now appears as a villain who has kidnapped Maggie’s son Hershel to New York and wants to create his own Sanctuary there.
