Sources to the channel previously said the building had been checked but investigators are now trying to determine whether access to the roof had been properly secured.
The shooter reportedly got onto the roof without a ladder.
It is unclear if there were police officers in the building, and if so, where in the house they were.
A video released by ABC News shows officers looking up at the ceiling a minute before the shots were fired.
