The stated purpose of the bill is to make it more difficult to live in Sweden without a permit and thus access the so-called shadow society.
In a couple of weeks, the government’s investigation into the matter will be presented, which deals with the possibility of introducing a notification obligation for public employees.
According to Tidöpartierna’s proposal, authorities and municipalities are obliged to contact the Swedish Migration Agency and the police if they discover people who are staying illegally in Sweden.
Criticism from several quarters
The proposal, which among some goes by the name of the “disclosure law”, has met with strong criticism from both trade unions and public employees.
– I would find it incredibly difficult to handle it. Then I have to start thinking about changing my profession, or breaking the law, says Hanna Adolfi, assistant principal at Råsunda Central School.
The opposition is also critical, including C leader Muharrem Demirok.
“In Tidöregeringen’s Sweden, teachers will be forced to report their students, healthcare workers must report people in need – and be punished if they refuse. An insult to teachers, nurses and social workers. The Tidö boat steers closer and closer to the abyss of decency,” he signed X in August.
Split among the Tidö parties
The governing party, the Liberals, has said that they want to see exemptions from the reporting obligation. This is in contrast to the Sweden Democrats who want no professional groups to be exempt.
– I think it is reasonable that we have an investigation that from the beginning says that there are painful values, and the healthcare is singled out, says Healthcare Minister Acko Ankarberg Johansson (L) to Echo.
The police: Are dependent on tips
Police Chief Mats Berggren does not believe that the Police Authority should take a position on whether, for example, teachers and healthcare personnel should be subject to reporting obligations.
He emphasizes, however, that the shadow society affects both society as a whole, as well as the people who find themselves in it, negatively in several ways.
– We need to have a functioning migration and asylum process. If we want to help those who need help, those who refuse also need to leave, he says and continues later:
– In general, we depend on information from the public and cooperating authorities to solve our mission.
