Could basic pensions arrive earlier on bank accounts? We have the answer.
The date is known to the 15 million French people who are affected. Each month, around 9, a transfer of the National Association Fund-Insurance arrives on the bank accounts: this is the payment of the basic pension of retirement. On average, this represents 700 euros net, or 2/3 of the budget of a retiree.
If the payment is fixed (almost) always on the same date, the fact remains that for some, the date is late. Several charges do not wait for the payment of the pension, like the rent or food races -generally paid at the start of months -leading to financial difficulties for these French. Consequently, the question of an advance in the payment of the basic pension from the first days of each month, as for the Agirc-Arrco, was asked in the government.
And the Ministry of Labor decided on the issue. Impossible, in the eyes of the administration, to advance the day of payment of basic pensions. The reason is operational. Indeed, the central agency of social security organizations -organism which manages the treasury of the CNAV- perceives the social contributions between the 1er and the 8th of each month.
These money returns are essential to carry out pensions. “Advancing the payment of pensions on the first day of the month would ahead of monthly social security contributions and would force acoss to use funding on the financial markets increased,” said the ministry, in response to a question from the deputy LR Nicolas Ray.
Concretely, to pay pensions earlier, acoss should borrow money and, thus, pay interest. An unthinkable equation for the administration: “The increase in the cost of the resulting financing would represent an additional charge for the old age branch.” And this, while the financial balance of pensions is precisely in question.
Thus, despite the financial difficulties that part of the retirees may encounter, “the government does not wish to advance the payment of pensions on the first day of the month.”
