Despite the fact that a majority of the parliamentary groups agreed to the Framework Memorandum, the plans are not yet certain. The largest group, the BBB, voted against. According to that party, the memorandum is outdated because the upcoming cabinet will take a different course. The VVD faction leader also warned that the final plans of the intended government are not yet known. “We will have to wait until Budget Day for this. But we are certain that the province’s course will have to change.”
