The procurement manager about the security alarm: “Not intended to work in the garden”

In the fall of 2022, all five municipalities in Blekinge joined forces to procure a new security alarm for elderly people living at home. The winner was the company Everon Sverige AB, which is already used by more than 60 municipalities in the country.

The company fulfilled all requirements in the procurement. Despite that, there are divided opinions among the municipalities about what was actually ordered. One requirement is that the security alarm must work “in direct connection to the home – the garden”.

The requirement has meant that Karlshamn has now delayed the rollout of the new alarms, because the municipality believes that the range of the alarms is not enough for the garden.

“Doesn’t interpret it that way”

Other municipalities do not agree that this is how the procurement should be interpreted and have begun rolling out the alarm.

– We inform you that it is an indoor alarm, nothing else, says Martin Björkkvist, IT coordinator for care in Sölvesborg municipality.

You do not interpret the procurement as meaning that it should work in the garden.

– No.

The responsible procurement manager Mikael Augustsson in Karlskrona municipality makes the same interpretation.

– It’s not in the garden.
